Supervisory Board
Amsterdam GP Emergency Stations (HpA) has a five-member Supervisory Board. The Council monitors the interests of the people of Amsterdam and their GPs with regard to emergency GP care in the evening, night and weekend and the smooth running of the organisation as a whole. The most important task of the Supervisory Board is to recruit, appoint and support the director on the basis of a job description that is appropriate to the organisation and its task. In doing so, the Supervisory Board also pays attention to sufficient support from the organisation and in the chain. The director is accountable to the Board for its policy, resources deployed and the overall functioning of the organisation. In addition, the Board keeps its finger on the pulse of finances, quality and the performance of the director. The Board does this in its respective financial, quality and remuneration committees. The latter holds an Annual Consultation and, if desired, interim progress interviews with the director. The Council also maintains annual contacts with the Assembly of Affiliated General Practitioners (VvAH), the Works Council, the client council, the management team and occasionally organizes working visits that give it an idea of the implementation.

Information Supervisory Board members
Erik Heijdelberg, chairman
Since the beginning of 2020, I have been chairman of the Supervisory Board of GP Emergency Stations Amsterdam (HpA). I was born and raised in Amsterdam. Throughout my career, I have always been involved in care and help in the city. In recent years as a supervisor and volunteer.
For me, it’s about giving Amsterdammers the care and help they need and listening carefully. In my career I have been a director in forensic care, Pieter Baan Center and TBS and until 2020 a director of a national organization for youth protection, foster care and youth probation. During the twenty years before that, I worked in many conflict areas in Africa, Afghanistan and Peru to build health facilities and participate in communities. In addition, I have always worked in Amsterdam neighborhoods on primary care.
In the Supervisory Board, it is important that it is a team, whose members can also individually guarantee high-quality and open services and a good workplace. We are there for the patients and their GPs. I see it as my task as chairman to maintain open contact between the Board and the organisation, to carefully supervise the general state of affairs and to enable the director to do her work optimally.
Huri Sahin, Vice-President
Since 1 June 2020, I have been a member of the Supervisory Board and vice-chairman. My expertise lies mainly in the field of public administration. Within the Supervisory Board, I am also chairman of the Remuneration Committee. The Remuneration Committee has the task of advising the Supervisory Board on ‘good governance’.
My appreciation for GP emergency care has increased enormously after my membership of the Supervisory Board. Providing the best emergency care at uncertain times in a complex time (corona pandemic, scarcity of staff) is a mega achievement. I am pleased to be able to contribute to this in this role.
In addition to my supervisory position, I am mayor of Rijswijk (since 12 December 2022) and a member of the Council for Public Administration.
Within our Supervisory Board, I focus on a careful decision-making method, control of various parts of HpA and a future-proof organization.
Karin Groeneveld
Following a binding nomination from the client council, I joined the HpA Supervisory Board in March 2025 and I also participate in the Quality and Safety Committee.
With my years of experience as a general practitioner and general practitioner director in Friesland, I would like to contribute to the Supervisory Board of HpA.
My motivation is mainly to keep good care and quality of life available to the most vulnerable in our society. My passion for content focuses on innovation and collaboration across the lines to make healthcare future-proof.
In recent years, as a general practitioner director, I have been closely involved in all developments within general practitioner emergency care in Friesland. This means that I know the challenges within emergency care and care coordination in a region well. In addition, I know healthcare from the inside because I still do emergency services as a general practitioner.
Bart Smit
As of mid-2020, I joined the Supervisory Board as a member. I am also a member of the Quality and Safety committee.
In daily life I am Chairman of the Board of Directors of the General Practitioners Organization East Gelderland. A large integrated organization for general practitioner care that spreads over three regions (Apeldoorn, Zutphen and Oost Achterhoek). From that broad perspective, I am actively involved in the regional organization of care in which general practitioner care occupies a crucial position. Topics such as IZA, emergency care, shift of care, task differentiation and data-driven working are prominent on my agenda.
From this experience, I like to contribute to the developments of emergency care for general practitioners in the city of Amsterdam. As a director of a GP organisation, in which emergency rooms are a part, I know the work from the inside out and I can contribute to the future developments that come from healthcare and society to the GP Emergency Stations Amsterdam for Emergency.
Fred Steffan
I was appointed as a Member of the Supervisory Board in 2020. I am also a member and chairman of the Audit Committee. My portfolio includes themes such as finance, reporting, governance, internal control and contacts with the external auditor.
I have worked as a partner at EY Accountants and Consultants. In addition to large international listed companies, I also had institutions in the healthcare sector in my client portfolio. For the last 10 years, I have held supervisory positions in healthcare and various other sectors such as insurance, banking, monument conservation and sports.
My efforts are aimed at guaranteeing the continuity of emergency care in Amsterdam as well as possible. Healthy financial management is an important part of this.

Remuneration of Supervisory Board members
The remuneration for members of the Supervisory Board is entirely in line with the guidelines of the NVTZ and the current standards of the Top Income Standards Act (WNT). The fees are accounted for in the annual report.
